Bill makes efforts to eliminate unemployment fraud by changing confidentiality rules.  Seeks to reduce overall liability by eliminating some exceptions to caps.  Unemployment insurance is a major hurdle to small business growth and entry level opportunities in the labor markets.  This bill seek to address some of those issues in a way that is less cumbersome for employers without imposing a massive new burden on taxpayers.
