The bill establishes eligibility requirements for a career specialist permit. These are people with industry experience of over 5 years in the field in which they will be teaching. This is an alternative to the prior tract to becoming a teacher through a license process that required time in an accredited teacher's education program. The permit is to be issued after testing for competency in the subject matter as well as pedagogy. Consider this "school choice" for teachers.
The bill allows for pay differentials for STEM teachers.
